neighborhood. This slumlord was forced to undertake graffiti-abatement
and remediation measures, and to install smoke detectors, door-viewers
and other mandatory security devices in all apartments. The named

class-action suits against multiple mobile home parks and large
apartment complexes in Austin, Texas who improperly billed renters
for sub-metered water. The first of these cases came to Sidney
